ONGOING PROJECTS UNDER COCHIN PORT AUTHORITY

GRANT IN AID PROJECTS

1. UPGRADATION AND MODERNIZATION OF COCHIN FISHERIES HARBOUR AT THOPPUMPADY KOCHI

1. The total project cost is Rs.169.17 Crores which includes PPP sub project for Rs. 55.85 crores.

2. The project is funded through Grants from Pradhan Mantri Matsya Sampada Yojana (PMMSY) Scheme under Dept. of Fisheries (Rs.50 Crores), Sagarmala Project scheme of MoPS&W (Rs.50 Crores) and balance by CoPA & PPP operators.

3. EPC Contract for the work was awarded to M/s. RDS Project Ltd., Kochi on 24/08/2022 for Rs.95,54,76,330/-  excluding GST. The work commenced on 10/02/2024 and the work is in progress. Expected completion date of the project is 30/09/2026.

DEPOSIT WORKS – CONSTRUCTION

2. RE-CONSTRUCTION OF NORTH JETTY, KOCHI ON EPC CONTRACT BASIS

1. The estimated project cost of ‘Re-construction of North Jetty after demolition of existing jetty, Kochi’ is Rs.596.43 crores.

2. The Project involves demolition of existing jetty and re-construction of North jetty, FIC bay, approach trestle and development of onshore facilities like Power House, Pump House, Office Building, DG Room, Compressor House, Guard Room, Watch Towers, Oxygen/Acetylene Sheds and Elevated Water Tank.

3. EPC Contract for the work has been awarded to M/s. Afcons Infrastructure Ltd, Mumbai, for Rs.399.51 crores. The work has been substantially completed. Final Testing and Commissioning of the MEP Works are in progress.       

GOA PROJECT

       C. INTERNATIONAL AND DOMESTIC CRUISE TERMINAL AT MORMUGAO PORT AUTHORITY

1. The project involves the development of world class International and Domestic Cruise Terminals at Mormugao Port.

2. As per the directive of Ministry of Ports Shipping & Waterways the Mormugao Port Authority engaged Cochin Port Authority as PMC for the execution of project. The work was awarded to the EPC contractor M/s.RCC-ACC(JV), Gurugram for Rs.74.11 Cr. on 15-03-2022.

3. The work terminated on 10.12.2025.

LAKSHADWEEP PROJECTS

1. A Memorandum of Understanding (MoU) between Union Territory of Lakshadweep Administration (UTLA), Cochin Port Authority (CoPA), Cochin Shipyard Ltd (CSL) & Lakshadweep Development Corporation Limited (LDCL) was signed on 22.02.2023 for Port infrastructure development projects. Based on the said MoU, CoPA shall undertake and execute all the Port and Harbour development works under State / Central sector projects, as per requirements given by UTLA.

2. CoPA has appointed M/s. Assystem India Limited (AIL), Chennai, formerly known as M/s. L & T Infrastructure Engineering Limited, Chennai (LNTIEL) as Consultant for the above said Lakshadweep projects.

         D. DEVELOPMENT OF EASTERN & WESTERN JETTIES AT KALPENI ISLAND OF LAKSHADWEEP

1.  The Consultant has prepared the DPR for the Kalpeni Island and Sagarmala Cell of MoSP&W has conveyed in-principle approval.

2.  As per the DPR submitted by the Consultant M/s. AIL, the cost of the project comes to Rs.487.95 crore.

3.  Tenders were invited for the Project, excluding dredging and M/s. Vishwa Samudra Engineering Pvt. Ltd., Hyderabad has been identified for the Contract.

4. LoA awarded to the Lowest Bidder, M/s. Vishwa Samudra Engineering Pvt. Ltd., Hyderabad for a total lumpsum amount of ₹287.55 crore (excl. GST) on 03.02.2026.

5. The kick-off meeting for the project was held on 19.02.2026. The agreement for the project work was executed on 01.04.2026.

6. Structural design is in progress. Test pile work was scheduled at the mid of Sep 2026. The pace of work is expected to gain momentum after the monsoon.

       E. DEVELOPMENT OF EASTERN & WESTERN JETTIES AT KADMATH ISLAND OF LAKSHADWEEP

1. The Consultant has prepared the DPR for the Kadmath Island and Sagarmala Cell of MoSP&W has conveyed in-principle approval.

2. As per the DPR submitted by the Consultant M/s. AIL, the cost of the project comes to Rs.481.18 crore.

3. Tenders were invited for the Project, excluding dredging and M/s. Vishwa Samudra Engineering Pvt. Ltd., Hyderabad has been identified for the Contract.

4. LoA awarded to the Lowest Bidder, M/s. Vishwa Samudra Engineering Pvt. Ltd., Hyderabad for a total lumpsum amount of ₹283.68 crore (excl. GST) on 04.02.2026.

5. The kick-off meeting for the project was held on 19.02.2026. The agreement for the project work was executed on 01.04.2026.

6. Structural design is in progress. Test pile work was scheduled at the mid of Sep 2026. The pace of work is expected to gain momentum after the monsoon.

         F. WATER AERODROMES AT VARIOUS LOCATIONS IN LAKSHADWEEP ISLANDS, KOCHI & OTHER LOCATIONS IN INDIA

1. Ministry of Civil Aviation (MoCA) had identified three locations in Lakshadweep i.e. Minicoy, Agatti, and Kavaratti Islands for development of Water Aerodromes under UDAN - Regional Connectivity Scheme (RCS) with a sanctioned amount of Rs.20 crore for each location.

2. Assignment for Providing Consultancy Services for the project was awarded to M/s. Feedback Highways OMT Pvt. Ltd., Gurugram on 28/07/2023 for Rs.6.99 crore with an amount of Rs.1,74,75,000/- for each location.

3. Additional Work for the proposed Water Aerodromes at Kalpeni, Kadmath and Kiltan islands of Lakshadweep” also issued on 23/02/2026 for Rs.5.24 crores at the same terms and conditions of the Contract Agreement.

4. DPRs of six  islands (Kavaratti, Agatti, Kalpeni, Kadmath, Kiltan and Minicoy) prepared by the consultant M/s.Feedback Infra.

5. As per the requirement of UTLA, the Development of Water Aerodromes at Agatti, Kavaratti, Kalpeni, Kadmath and Kiltan islands for NSOP operations also entrusted to the Consultant on 23/02/2026  for Rs. 85,62,750/-

6. The Expert Appraisal Committee of MoEF&CC in its meeting held on 20/05/2026 recommended ToR for  conducting EIA study for 6 Water Aerodromes.

7. EIA study is in progress in six islands (Kavaratti, Agatti, Kalpeni, Kadmath, Kiltan and Minicoy)

8. Water Aerodrome operator M/s. Spicejet has installed docking platforms in 5 islands at Kavaratti, Agatti, Kadmath, Kalpeni and Kiltan to start non scheduled operation of Water Aerodromes.

9. Water Aerodromes at five  islands (Kavaratti, Agatti, Kalpeni, Kadmath &  Kiltan) are ready for commencing  NSOP operations.

10. MoCA conducted trial run with aircraft in five Water Aerodromes for commencing NSOP operations.

REVENUE WORKS

       G. MAINTENANCE DREDGING AT COCHIN PORT CHANNELS AND BASINS

1. Present maintenance dredging annual cost is Rs. 156.50 crores.

2. Maintenance dredging involves the Approach Channel to the Port comprises of an Outer Channel and two Inner Channels; the Ernakulam Channel and Mattancherry Channel. The length of outer approach channel is about 13km with a width of 260 – 286m. The Outer Channel is presently maintained for a draft of 14.5m, Mattancherry Channel for a draft of 9.14m and Ernakulam channel for a draft of 12.5 /10.7m.

3. Contract awarded to DCIL on nomination basis.

4. The contract period was 01/08/2025 to 31/07/2025 which is extended till 31/07/2026.

        H. REVAMPING OF COCHIN PORT AUTHORITY HOSPITAL

1. The work involves (i) renovation of New block building and convert the same as OP Block, (ii)  renovation of IP Block, (iii) Construction of compound wall, (iv) Construction of car parking, porches & passage, (v) Paving with interlocking paving tiles, (vi) Landscaping work and (vii) Electrical work.

2. The contract awarded to M/s. Pavilius Buildtech, 2nd Floor, C-432, Buland Masjid, Shstri Park, Delhi-110053 on 30/12/2025 for a tendered cost of Rs.2,96,74,065.46/-, with a contract period of 6 months from 06/01/2026.

3. The work terminated on 16/04/2026 and retendering of the work is in final stage.

I. REMODELLING OF NEW ADMINISTRATIVE BUILDING PHASE-II.

1. The work involves(i) Revamping of New Administrative Building includes new flooring, false ceiling, remodelling of workspaces, upgradation of existing meeting spaces, providing new furniture, new air-conditioning systems, plumping systems, fire fighting system etc.

2. The contract awarded to M/s. Arteriors Build India Pvt Ltd., 37/2134, 4th Floor, Arterior Tower, MRA plot 78, Opp. Olimughal, Juma Masjid, Mavelipuram Junction, Seaport Airport Road, Kakkanad, Kochi -682030 on 04.05.2026 for a tendered cost of Rs. 14,61,19,474.42 with a contract period of 8 months from 09.05.2026.

J. REPAIRING & PAINTING OF THE OLD ADMINISTRATIVE BUILDING, OLD CHARIMAN'S OFFICE, NORTH END ELECTRICAL OFFICE & CAR SHEDS.

1. The work involves repairing, painting, water proofing, electrifications, plumping etc.

2. The contract awarded to Shri. Anil kumar.K.K, Engineering Contractor, 28/XIII Shalema Building, Ettikara Road, Near HOC, Ambalamugal, Kochi-682302 on 23.04.2026 for a tendered cost of Rs.1,32,39,766.85 with a contract period of 3months from 27.04.2026.

K. RE-CONSTRUCTION OF Q2-Q3 BERTH AT MATTANCHERRY WHARF OF COCHIN PORT.

1. The estimated Project Cost is Rs. 81 Crore

2. The Project consists of dismantling a portion of the existing Q2 & Q3 berth, construction of berth of 111.80 m length × 31.0 m width, Approach Bridge of 12.40 m length × 11.60 m width, Mooring dolphin of 12.00 m length × 10.70 m width, installation of steel sheet piles and electrical works.

3. Work Order issued to M/s. Luvanta Fortune Private Limited, Odisha, on 17.06.2026, for an amount of Rs. Rs.55,05 Crore, with a Contract Period of 18 months.

4. The site handed over on 24.06.2026. Preliminary works are in progress.

L. WATER CONNECTION FOR ISRF USING DI PIPE.

1. Work is for providing drinking water connection to the ISRF of Cochin Shipyard Limited at Mattancherry Halt using the amount deposited by M/s.CSL.

2. Tenders received for the work was opened on 18-08-2025. Single qualified bid is received. Tenders to be re-invited. Tender re-invited, the technical bid and price bid for the re-invited tender has been opened on 18.08.2025 & 20.11.2025 respectively and Price bid evaluation is under progress.

3. Work order issued on 30-12-2025 & work commenced on 06-01-2026. Period of contract is 4 months & target date of completion is 05-05-2026. Work in progress. Pipe laying completed. Balance works are testing of pipe line, Construction of meter chamber, fixing of water meter.
