SCOPE OF WORK

                The scope of works under this tender consists of civil, mechanical and   electrical works are detailed hereunder:

  1. Civil works with the following facilities:

a)          Construction of Jetty consists of the following:

(i)          A 200m long and 13m wide Jetty head with open type construction supported on 1000mm dia bored cast-in-situ piles founded at   (-) 56 to  (-)62m CD in the backwaters including fixing of rubber fenders and cast steel bollards. The deck is of RCC beam and slab construction and the beams are of combination of pre-cast and cast-in-situ. RCC kerbs shall be provided on both side and ends of jetty except at the fender locations and entrance portions to the Firefighting pump house building and approach Bridge

(ii)        An approach bridge, 100m long with 11m carriage way with open type construction supported on 1000mm dia bored cast-in-situ piles founded at  about  (-)52mCD in the backwaters.  The deck is of RCC beam and slab construction and the beams are of combination of pre-cast and cast-in-situ. RCC kerbs shall be provided on both sides except at entrance portions to the terminal building.

b)          Construction of a three storied Jetty Office Building with total area of 315.25 sq. m in three floors and a stair head room over terrace in the backwaters. The structure is supported on bored cast-in–situ piles of 1000mm diameter founded at about (-)52mCD. The building is a RCC framed structure with columns and the deck construction at ground floor) with cast-in-situ or a combination of pre-cast and cast-in-situ.

c)          Construction of a Firefighting pump house/ substation of total area 98.40 sq. m. Part of the building is with single storey for Fire pump house of  43.20 sq. m area and  rest is with  2 storied for Substation of area 55.20 sq. m in the backwaters. The structure is supported on bored cast-in–situ piles of 1000mm diameter founded at about (-)50mCD. The building is a RCC framed structure with columns and the deck construction at ground floor) with cast-in-situ or a combination of pre-cast and cast-in-situ.

d)          Reclamation of about 83 Sq. M  in continuation with the approach road to jetty by filling with laterite gravel including construction of reclamation wall.

e)          Allied facilities such as viz. water supply to jetty, buildings etc.

  1. Mechanical works consists of the following:

(i)          Design, Supply, Fabrication, installation, testing and commissioning of Fixed Fire Fighting Facilities at Govt. of India Jetty. The scope of work listed is only indicative and it is the duty of the contractor to incorporate all relevant factors and provide a complete solution for firefighting facility at the Govt. of India  Jetty.

(ii)        Details of fire pump, engine and hydrant points required for the fire fighting system is furnished in the tender. The scope of work includes designing a firefighting system with the above components. Detailed engineering design, preparation of drawing, preparation of bill of material, and any other relevant details required for successful completion of work shall be in the scope of contractor. Lay out of fire water pipeline, material specification, details of hose boxes, hydrant etc should be furnished along with the tender.

(iii)       The Fixed Fire Fighting System proposed shall consist of One Diesel Driven Vertical Turbine Pump (working) and one Motor driven Vertical Turbine Pump (stand by). Both the pumps shall be operated locally from the Pump House. The Fire Fighting distribution network consists of 250 mm header line and 150 mm branching lines leading to jetty head. Since no hydrocarbon handling is envisaged, Jockey Pumps and foam based Fire Fighting Equipments are not proposed for the berth. Internally cement lined CS pipes are proposed for the system as the Fire Fighting medium is sea water. The pipe lines shall be laid through ducts provided on both sides of the jetty (lee and sea side). Flanged connection shall be used for joining pipes.

(iv)      A sea-to-sea connection with valve control needs to be provided inside the pump house for testing purpose.

(v)        All equipments like fire water pumps, engines, motors, hydrant points, valves, pipes etc. provided at jetty shall meet the specifications mentioned in the tender document.

  1. c.        Electrical works consists of the following:

a)       Providing HT supply to jetty  near RO-RO terminal and electrical facilities of 2160 KVA load  for vessels shore supply points, cope points,  crane supply points,  electrical fire fighting water pump motor , lights ,  Gate office supply, auxiliary systems at jetty

(i)             Supply installation, testing and commissioning (SITC) of 3 numbers dry type cast resin power/distribution transformers 11 KV/433 V of capacity 11500 KVA, 500 KVA and 160 KVA.

(ii)           SITC of one number 3 panel VCB unit.

(iii)          SITC of 3 panel 11 KV SF6 630 A 350 MVA indoor type RMU with 3 numbers LBS

(iv)         SITC of 3 panel 11 KV SF6 630 A 350 MVA indoor type RMU with 1 number  LBS and 2 numbers VCB

(v)           SITC of Commercial Metering Unit with TOD meter, CT, PT etc.

(vi)         SITC of indoor floor mounting cubicle type MV panels of different ratings with ACBs, MCCBs, LT CT energy meter etc.

(vii)        SITC of 50 KVA DG set with control panel, AMF panel etc.

(viii)      SITC of bus duct of 2500 A.

(ix)         SITC of outdoor stainless steel panels of different ratings for providing shore supply to ships, cope points etc.

(x)           Supply, laying terminating and commissioning of different sizes of HT and LT XLPE cables.

(xi)         SITC of 7 mtr. high Octagonal poles with LED street light fittings along the bridge.

(xii)        SITC of 16 mtr high mast with 200 W flood light fittings at the berth.

(xiii)      SITC of APFC panel.

(xiv)      Providing safety arrangements, earthing the complete installation and commissioning the installation.

b)       Providing Electrical Facilities for Gate Office & Pump House.

 

(i)             SITC of TP & N double door distribution boards of different ratings.

(ii)           Wiring of gate office and pump house.

(iii)          Providing lighting arrangements, fans, plug points, air conditioners etc in the Gate Office and Pump house.

(iv)         SITC of CCTV surveillance system consisting of one number 24 channels NVR, 4 numbers PTZ cameras, 4 numbers Fixed Cameras with all other accessories.

(v)           SITC of 30 KVA UPS with 12000 AH batteries.

(vi)         SITC of 10 KVA invertors with 5 Kwp. solar panel.

(vii)        SITC of 1.5 HP single phase for office use  and 10 HP three phase AC pump motors for berth water supply at berth.

(viii)      Providing Conference system, solar water heater, Hot/cold water dispenser etc.

(ix)         Earthing the entire installation and commissioning

Minimum Qualification Criteria

(i)    Experience  Criteria:

                        The tenderers should have successfully completed at least  

                  a)one similar work of value not less than Rs.5123.92 lakhs

                                                                                                       or

b)two similar  works each of value not less than Rs.3202.45 lakhs

or

c)three similar works  each of value not less than Rs.2561.96 lakhs

during the preceding seven years ending on 30th  November, 2016.

Similar works means “Construction of a berth/ jetty/ bridge/ marine structure in sea/ river/ backwater with bored cast in situ pile foundation”

 

Following enhancement factors will be used for the costs of works executed for bringing the financial figures to a common base value in respect of the works completed in the past years.

(ii)    Financial Turnover:

Average Annual Financial Turnover of the tenderer during the last three financial years ending 31st March, 2016 shall not be less than Rs.1921.47 lakhs.
