The scope of works under this tender are detailed hereunder:

A.      Marine Facilities Scope of Work 

(i)        Existing Central Platform

  • Rehabilitation of distressed RCC beams, slab elements of central platform as per the methodology mentioned elsewhere in bid package.
  • Rehabilitation of RCC piles in the splash zone as per repair methodology mentioned elsewhere in the bid package.

(ii)      Existing Defunct South Fender Dolphin-1(1 no)

  • Dismantling of defunct south fender dolphin superstructure including beams, slabs, bollard and 2 nos gravity fenders etc., which is adjacent to central platform without disturbing the existing structures.
  • Dismantling / cutting of piles of defunct berthing dolphin (SFD-1) adjacent to south fender dolphin 2 at sea bed level excluding pullout of piles.

(iii)    Existing Fender Dolphins (3 nos)

  • Dismantling of the gravity RCC fenders (6 nos.) of 3 nos. of Fender dolphins (i.e., NFD-1, NFD2 & SFD-2) and precast slabs.
  • Design, manufacture, testing, supply and installation of Fender and frontal panel at 3 nos. of fender dolphins (1 no. per each dolphin).
  • Structural modification works of RCC frame of fender dolphins to accommodate new fender and frontal panel.
  • Rehabilitation of damaged beams, columns and slabs of fender dolphins as per repair methodology mentioned elsewhere in bid package.
  • Rehabilitation of RCC piles in the splash zone as per repair methodology mentioned elsewhere in the bid package.
  • Rehabilitation of misaligned piles and excessive cracked section of pile haunch and deck junction with the repair methodology mentioned elsewhere in the bid package.
  • Strengthening of existing south Fender dolphin (SFD-2) by providing 8 nos. 1000mm Ø vertical bored cast-in-situ reinforced cement concrete piles to support the misaligned piles.
  • Strengthening of North Fender dolphins (2 nos) with 6 nos 1000mm Ø vertical bored cast-in-situ reinforced cement concrete piles for each dolphin.
  • Steel casing from pile cut off level to required depth for safe installation of bored cast-in-situ RCC piles.
  • Strengthening of Super structure of 3nos fender dolphins as per engineering drawings.
  • The hollow portion of the super structure of the fender dolphins (NFD-1, NFD-2 & SFD-2) i.e., between top and bottom levels of deck shall be strengthened with micro concrete to enable the entire super structure act as one single unit for transfer of fender reaction. The reinforcement shall be fixed by drilling the holes in the exiting beams of fender dolphins and fixing them with the chemical resin. The new piles are connected with the existing structure with 2.6m/2.4m thick RCC slab as shown in the drawings.
  • Providing Precast/cast-in-situ RCC beams, slabs and pile cap.
  • Dismantling of existing bollards and providing 60 MT Capacity cast iron bollard on each fender dolphin (total 3 nos) as per specification elsewhere in the bid package.
  • Pedestal, anchor bolts and base plates for fixing bollards.

(iv)     Mooring Dolphins (2 nos)

  • 9 nos 1000mm Ø Vertical bored cast-in-situ reinforced cement concrete piles.
  • Steel casing from pile cut off level to the required depth for safe installation of bored cast-in-situ piles.
  • Precast RCC trough elements with precast slab and walls.
  • Precast/cast-in-situ RCC thick slab.
  • 60 MT capacity cast iron bollard as per specification elsewhere in the bid package.
  • Pedestal, anchor bolts and insert plates for fixing bollards.

(v)       Approach walkway and pipe way

  • Rehabilitation of distressed structural columns / piles in the splash zone with the repair methodology mentioned elsewhere in the bid package.
  • Rehabilitation of damaged pile heads, beams with the repair methodology mentioned elsewhere in the bid package.
  • Dismantling of existing handrails and providing new handrails on the approach walkway including Anchor bolts and base plates for fixing handrails.
  • Structural steel beams for pipe supports.

The Contractor shall establish all the procedures showing the intended methods to be used, the sequence of Work and the means to be used for the performance of the Work and the same shall be submitted to the Company for approval.

 

  1. B.         Engineering for Fabrication, Construction and Installation

Contractor shall perform all detailed engineering required for the works and including, without limitation, the following:

  • Design of temporary structures
  • Design of fabrication, transportation and installation aids on piles, precast elements etc., as per Contractor’s methodology of fabrication and installation.
  • Bar bending schedule for all RCC works.
  • Structural material take-off.
  • Fabrication drawings for steel structures.
  • Preparation of purchase specifications for all vendor items, incorporating Company’s comments.
  • Preparation of methodology for dismantling of defunct fender dolphin structure and gravity fenders.
  • Preparation of construction methodology for strengthening of existing structures and new mooring dolphins.
  • As-built drawings.
  • The above mentioned engineering documents shall be submitted to the Company for review and approval. All comments of the Company shall be incorporated by the Contractor.

Minimum Qualification Criteria

a)         Experience

                The tenderers should have experience of having successfully completed at least either

                Three similar completed works each costing not less than Rs.913.76 lakhs  

(OR)

                Two similar completed works each costing not less than Rs.1142.21 lakhs    

(OR)

                One similar completed works each costing not less than Rs.1827.53 lakhs   

                During the  last 7 (seven) years ending 31st July,  2017   

b)         Financial Turnover

                Average Financial turnover of the tenderer over the last three financial years ending 31st March 2016  [2013-‘14, 2014-’15 & 2015-‘16] shall not be less than Rs.685.33 lakhs.

Explanatory notes to a) & b) : 

Note 1:-Similar work(s) means “Construction of a berth/ jetty/ bridge/ marine structure in sea/ river/ backwater with bored cast in situ pile foundation” 

Note 2:- Following enhancement factors will be used for the costs of works executed for bringing the financial figures to a common base value in respect of the works completed in past years.

   Note 3:- The experience certificate of works executed in private sectors/ organisations shall be considered for qualification, only on submission of TDS certificate along with work order and completion certificate.

Note 4:- Satisfactory Client/ owners’s Certificate or documentary proof shall be submitted in support of the assignments / works performed and claimed by the tenderer to fulfill the eligibility criteria for qualification. A statement duly certified by the Chartered accountant showing the average annual Financial Turnover over the last 3 financial years  and audited financial statements for the last three years shall be submitted .

Note 5:- The works reckoned for the above purpose are those executed by the tenderers as prime contractor or proportionately as member of joint venture or as a sub contractor.
